NEGOTIATED ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN (ESCP)
The Environmental & Social Commitment Plan (ESCP) sets out material measures and actions that the Eastern Province Jurisdictional Sustainable Landscape Programme (EP-JSLP) shall carry out or cause to be carried out, including, as applicable, the timeframes of the actions and measures, institutional, staffing, training, monitoring and reporting arrangements, and grievance management. The ESCP also sets out the environmental and social (E&S) instruments that shall be adopted and implemented under the Project, all of which shall be subject to prior consultation and disclosure, consistent with the ESS, and in form and substance, and in a manner acceptable to the Bank

The current Stakeholder Engagement Plan (SEP) is designed to establish an effective platform for inclusive interactions with potentially affected persons and other persons with interest in the design, implementation and outcomes of Eastern Province Jurisdictional Sustainable Landscape Program (EP-JSLP) in Eastern Province, Zambia. The Program has been developed as a long-term results-based payment programme over the past three years under the Zambia Integrated Forest Landscape Project (ZIFLP), initiated in 2018. The EP-JSLP aspires to promote efforts that prevent deforestation and forest degradation as: improved land-use planning, scaling-up of Climate Smart Agriculture (CSA), Renewable Energy access, and Policies, Laws and Regulations that protect forests and wildlife.
THE ENVIRONMENTAL AND SOCIAL STANDARDS

The Government of the Republic of Zambia through the Ministry of Green Economy & Environment will implement the Eastern Province Jurisdictional Sustainable Landscape Program – P155827. The Ministry shall ensure that the Project is carried out in accordance with the Environmental and Social Standards (ESS) and this Environmental and Social Commitment Plan (ESCP).

THE LABOUR MANAGEMENT PROCEDURES

The EP-JSLP activities will not include hazardous work or use of hazardous materials. However, as the Program indicates provision for performance-based incentives and cost-benefit sharing mechanisms as well as incentive-based payments to reduce greenhouse gas emissions, it might cause or perceive to cause negative impacts of recruitment/secondment process, gender responsiveness, occupational health and safety to mention a few. To ensure that the negative impacts are avoided or minimized, the EP-JSLP will implement the labour management procedures (LMP) among other environmental and social safeguards as required by the World Bank environmental and social framework (ESF) and the relevant Zambian policies and legislation related to labour relationships.
